Waivers and their underlying authority must beextended annually. Such extensions are automatic upon presidential recommendation,to be made by June 3, unless they are disapproved by a joint resolution of Congress.Such resolutions are enacted should the Congress wish to do so under specificprocedural provisions, deemed a part of the rules of either House, and in this contextsuperseding other rules inconsistent with them.
