Of this amount, $159.8million is provided to help agricultural producers recover from various natural disasters.Another $15.8 million is for non-emergency supplemental spending within USDA,primarily for farm loans and the Departments civil rights activities. Virtually all of theagricultural spending was offset by reductions in other programs.BackgroundOn May 1, 1998, the President signed into law an FY1998 supplementalappropriations bill (P.L. 105-174
