A time line attached to the Memorandum definesan exchange of Israeli redeployments from the West Bank for concrete securitymeasures to be taken by the Palestinians. Congress may be concerned about provisionsthat appear to expand the U.S. role, especially about unusually visible CentralIntelligence Agency activity concerning implementation of security measures and U.S.aid commitments.
