As a condition for the receipt of these funds, IDEA containsrequirements on the provision of services and detailed due process procedures. In 1997Congress amended IDEA in the most comprehensive and controversial reauthorizationsince IDEAs original enactment in 1975. One of the most contentious issues addressedin the 1997 legislation related to the disciplinary procedures applicable to children withdisabilities. This issue was raised again in Amendment 355 to S. 2
