During a run-off election on December 10, Iliescu defeatedVadim Tudor, an extremist nationalist candidate. Romania is one of Europes poorestcountries; successive governments have been slow to make necessary reforms tojumpstart the economy and attract needed foreign investment. There have beenindications that, despite pressure from international institutions, the new government mayattempt only a gradual approach to reform.
