Beginning in 1983, budget resolutions often have included “reservefunds” that provide some legislative flexibility within such constraints. Reserve fundprovisions grant the chairs of the House and Senate Budget Committees the authority torevise the committee spending allocations and other budget levels, after a budgetresolution has been adopted, if certain legislation is reported by the appropriatecommittee or other conditions are met.The FY2002 budget resolution includes nine reserve funds.
