Other countries havehad differing results using approaches now employed or suggested for U.S. policy.While none of the four approaches discussed here appears to have worked in all cases,none can be excluded for that reason; each case is uniquely instructive. The utility ofeach approach, as well as of specific measures, can depend on a variety of factors,including the nature and organization of a terrorist group, public attitudes toward it, andthe depth of support for it. This paper looks briefly at some cases where judgments havebeen made on the effectiveness of different policy measures, and raises questions relatingthose outcomes
