Under the Consolidated AppropriationsResolution for FY2003 (P.L.108-007), the Community Oriented Policing Services(COPS) program is operating for another year with funding appropriated at $928.9million for FY2003. The budget request for FY2004 is $163.7 million. The budgetproposal includes a realignment of almost half of the programs administered underCOPS to the Justice Assistance, Improving the Criminal Justice System under the Officeof Justice Programs in DOJ. Although proponents argue that community policinginvolves a new approach to policing, the Department of Justice has been conductingresearch on this approach for many years.
