Many aspects of the new regulationswere challenged in Public Lands Council v. Babbitt, 529 U.S. 728 (2000). A federaldistrict court upheld many of the regulations, but struck down four of them and enjoinedtheir implementation. At the appellate level, only the new regulation allowing“conservation use” of a grazing allotment to the exclusion of livestock grazing for thefull term of a permit was held invalid.
