The Indonesian government has proposed autonomy for Aceh, but insurgentsdemand independence. Negotiations and cease-fires have been unsuccessful.Indonesian civilian leaders have been unable to control the Indonesian military, whoseaggressive actions in Aceh produce frequent reports of human rights abuses andalienation of the populace. The Bush Administration has urged Indonesia to seek apolitical settlement; but it has been hesitant to deal with the militarys actions and seeksrenewed ties with the military in order to cooperate against terrorism. The Indonesian government faces separatist movements in several parts of theIndonesian archipelago. The emergence and/or growth of these movements have beeninfluenced by the
