Principal amongenacted changes was the establishment of a new position of the Director of NationalIntelligence (DNI) to manage the Intelligence Community. Some observers havequestioned whether the new statute provides the DNI the necessary authorities toeffectively manage the Community. In examining the DNIs authorities, it is clear thatthey are substantially stronger than those held by the former Director of CentralIntelligence (DCI), but whether the DNI has sufficient management authority toimplement mandated reforms will depend on several factors.
