This CRS reportexamines the realization of this recommendation with the creation of the Privacy andCivil Liberties Oversight Board (PCLOB), and current efforts to refine the mandate andthe mission of the board (H.R. 1, S. 4), and will be updated as events warrant.The final report of the 9/11 Commission recommended that “there should be a boardwithin the executive branch to oversee adherence to the guidelines we recommend andthe commitment the government makes to defend our civil liberties.”1 Thisrecommendation was the third and fi
