Potential issues for the 111th Congress with regard to India include legislation that would fostergreater U.S.-India counterterrorism relations. With regard to Pakistan, congressional attention has focused andis likely to remain focused on the programming and potential further conditioning of U.S. foreign assistance,including that related to security and counterterrorism. Also, major U.S. arms sales to both countries are likelyto be proposed, and these would require the (implicit) endorsement of Congress. This report reviews the mostrecent major incidence of terrorism in India and its possible connection to elements inside Pakistan. It thenconsiders some implications for both countries, as well as for U.S. interests.
