This is what we owe to the American people, and we owe it to their elected representatives on Capitol Hill who approve the budget that we live by. What Is the QDDR? The Quadrennial Diplomacy and Development Review (QDDR) was modeled after the Defense Departments long-standing and statutorily required Quadrennial Defense Review (QDR).
