Specifically, questions have been asked about whether Congress may consider a budget resolution that provides for spending levels above the statutory discretionary spending limits and whether the budget resolution may change or supersede the discretionary spending limits. The Congressional Budget Resolution The Congressional Budget Act of 1974 (Budget Act; Titles I-IX of P.L. 93-344, as amended) provides for the annual adoption of a budget resolution. The budget resolution reflects an agreement between the House and Senate on a budgetary plan for the upcoming fiscal year.
