Under the EO, the task force must evaluate and provide a report on the following: 1. the expansion and pricing of package delivery services; 2. letter mail volume decline; 3. the definition of the universal service obligation” (USO); 4. the role of USPS in rural areas; and 5. USPSs business model and operations. This CRS Insight discusses the task force and the topics the task force is directed to address. It concludes with potential issues for congressional consideration. Establishment and Process The task force is to comprise no fewer than three individuals, including the Secretary of the Treasury as chair, the Director of the Office of Management and Budget, and the Director of the Office of Personnel Management, or their designees.
