Increased attention can be attributed to a combination of factors, including (1) the need to repair and replace aging water infrastructure, (2) the financial impacts on communities of meeting federal regulatory requirements and the associated public health and environmental impacts of not doing so, and (3) concerns regarding the costs of projects needed to improve resiliency to drought and extreme weather events, among other challenges.
