Generally, it is illegal under the Telephone Consumer Protection Act (TCPA) to place robocalls to consumers without their consent. However, enforcement efforts have been complicated by technology that allows callers to falsify, or “spoof,” their caller ID information and adopt an area code or telephone number similar to that of the recipient. One method of combating robocalls with spoofed numbers involves deploying technology to verify the authenticity of caller ID information and to block calls made from numbers with unverified caller ID information. On June 7, 2019, the FCC published a declaratory ruling on the use of call-blocking technologies, including those that rely on caller ID authentication.
