North AmericaChapter OneNorth AmericaUS SECURITY AND DEFENCE POLICY The Department of Defense(DoD)is soon to publish the 2005 Quadrennial Defense Review(QDR)(See past editions of The Military Balance).Mandated by Congress,this publication appears every four years and comprises a comprehensive review of US defence policies and programmes as well as present and emerging threats.One of the key state-ments of the Bush administrations first QDR(which appeared on 30 September 2001)was that new force sizing should enable US forces to swiftly defeat aggression in overlapping major conflicts while preserving for the President the option to call for a decisive victory in one of those conflicts including the possibility of regime change or occupation.The 2001 QDR also focused on the need for transfor-mation of the US military,without which it would not be prepared to meet emerging challenges.The National Defense Strategy of the United States of America(NDS),published in March 2005,continued many of these themes(such as the need to retain global freedom of action),but drew particularly on lessons from operations in Afghanistan,and it revealed that the context of past thinking has changed.The N
