Department of Defense INSTRUCTION NUMBER 2205.02 June 23,2014 Incorporating Change 1,May 22,2017 USD(P)SUBJECT:Humanitarian and Civic Assistance(HCA)Activities References:See Enclosure 1 1.PURPOSE.This instruction:a.Reissues DoD Instruction(DoDI)2205.02(Reference(a),in accordance with the authority in DoD Directives(DoDDs)5100.01 and 5111.1(References(b)and(c)and the Deputy Secretary of Defense Memorandum(Reference(d),to establish policy,assign responsibilities,and provide procedures for the conduct of HCA activities governed by section 401 of Title 10,United States Code(Reference(e).b.Incorporates and cancels DoDI 2205.3(Reference(f).2.APPLICABILITY.This instruction applies to OSD,the Military Departments,the Office of the Chairman of the Joint Chiefs of Staff(CJCS)and the Joint Staff,the Combatant Commands(CCMDs),the Office of the Inspector General of the Department of Defense,the Defense Agencies,the DoD Field Activities,and all other organizational entities within the DoD(referred to collectively in this instruction as the“DoD Components”).3.POLICY.It is DoD policy that:a.HCA activities:(1)Are conducted in conjunction with authorized operations and exercises of the Military Ser
