Department of Defense INSTRUCTION NUMBER 7730.18 November 7,2013 Incorporating Change 1,Effective May 1,2020 USD(P&R)SUBJECT:Recurring Reports of Civilian Employment and Payroll References:See Enclosure 1 1.PURPOSE.This instruction reissues DoD Instruction 7730.18(Reference(a)in accordancewith the authority in DoD Directive 5124.02(Reference(b)to establish policy,assignresponsibilities,and prescribe procedures for reporting civilian personnel strength and payrolldata to meet the requirements of OSD and the Office of Personnel Management(OPM)inaccordance with the OPM Manual(Reference(c).2.APPLICABILITY.This instruction applies to OSD,the Military Departments,the Office ofthe Chairman of the Joint Chiefs of Staff and the Joint Staff,the Office of the Inspector Generalof the Department of Defense,the Defense Agencies,the DoD Field Activities,and all otherorganizational entities within the DoD(referred to collectively in this instruction as the“DoDComponents”).3.POLICY.It is DoD policy to maintain a centralized database on civilian personnel strengthand payroll data information.The information maintained is provided by the DoD Componentsfor use in OSD and OPM,in order to meet the repor
