The utility ofeach approach, as well as of specific measures, can depend on a var
4、iety of factors,including the nature and organization of a terrorist group, public attitudes toward it, andthe depth of support for it. This paper looks briefly at some cases where judgments havebeen made on the effectiveness of different policy measures, and raises questions relatingthose outcomes
